I understand your points, and though noble, I believe their a little far reaching. George Bush aside, this war has happened, and complaining about the money spent each day on it isn't going to make it disappear. Do you want the war to just stop? Then all the capital directed towards the Iraqi conflict can go to counter the G.W. effects? You don't claim such an idea, but I think you failed to specify where this money should come from. In a picture perfect world with no exceptions and grey area, your ideas would be achievable and strongly desired.
