Apathy? Or sagacity?
A pox on both their houses is the way so many citizens express sentiments, even though they may have voted. After assurance of the right to vote, what more does a voter need to be a satisfied/responsible voter? In a word, I would call it carrythrough.
An example is what confronted me when the Senate was trying to form a resolution on the "surge" question. The DSCC sent a letter from Harry Reid. That group has carrot and stick letters. This was a carrot. The majority leader wanted me to tell him what I thought they should do in the Senate. (Nicer than a stick, which is a payup.) I gave him a piece of my mind. Simply put, I said we had elected Democrats to Congress after having contributed, petitioned, & answered polls, and now it was their turn. If his Senate couldn't find a solution one way, try another. And check back. In the meantime, why not rattle the Rep cages, like Murtha was. I know my little comeupance didn't get them to a new strategy, but maybe enough others were in the same vein that they could think afresh. Of course, I never wait for a congressperson to ask me what I think. If someone (either party, either chamber) makes a point I'd like to address, I get on his/her page and fire off a short opinion.
We elected them. Make them remember it!
