Is Janet Napolitano showing early how bad for immigrants and #CIR she'll turn out to be?

Earlier today I had a knee-jerk reaction to this tweet from America's Voice:

americasvoice: Napolitano doesn't answer directly question about Sheriff Joe Arpaio, says "secure communities" programs should be available nationwide (about 2 hours ago from web)



Napolitano was speaking at a Center For American Progress conference on Immigration and was answering a question by the audience. I couldn't believe what I was reading and so twittered back:

blogdiva: why does JANET NAPOLITANO have to talk about "secure communities" @americasvoice. can someone ask her what's to secure from immigrants? (about 2 hours ago from TwitterGadget)


So let me re-state that question for Janet Napolitano and anybody related to her office: What exactly is so dangerous about all immigrants that we need to be have "secure communities" all across the United States?

This is a nativist and anti-immigrant frame coming from the head of Homeland Security. This is basically the kind of Stormfront language that gets spewn by people like Tom Tancredo and sundry tea baggers at Glenn Beck-sponsored rallies.

Is this what all the fight for Comprehensive Immigration Reform will be up against in 2010 when #CIR legislation will be finally introduced, debated and mangled in Capitol Hill?
